Getting Value from a Process Safety Culture Assessment
The newly revised California PSM Standard (California General Industry Safety Order 5981.1 - Process Safety Management for Petroleum Refineries) includes requirements for a new element labeled as 5189.1 (r) Process Safety Culture Assessment. The new element includes 13 requirements for developing and implementing a program to improve process safety culture that involves conducting, using and periodically updating a process safety culture assessment (PSCA). These PSCA requirements became effective October 1, 2017, with an initial compliance deadline of 18 months.
Companies have choices to make regarding how to comply with this requirement, among the others referenced in the PSM Standard. They can either meet the minimal requirements, or they can decide how to invest efforts wisely to earn value from efficient compliance efforts and improve process safety performance.

Steve Arendt
Steve Arendt has 40 years of experience in process safety and risk management in the Oil, Gas and Chemical sector, and related industries. From 2006 to 2007, Arendt led reviews for the BP-Baker Panel evaluation of PSM effectiveness, process safety culture and corporate oversight of BP's five U.S. refineries. Since then, he has led more than 35 projects evaluating process safety/HSE culture and leadership.
Since 1989, Arendt has worked with numerous groups to implement the U.S. process safety regulatory regime. He has co-authored many publications for the Center for Chemical Process Safety, including Guidelines for Risk Based Process Safety and Guidelines for Management of Change.
