Cal/OSHA's PSM Regulation: RAGAGEP Requirements

Сòòò½ÊÓƵ will address forthcoming revisions to the California Department of Industrial Relations' proposed new Process Safety Management (PSM) standard for improving safety in petroleum refineries.

In this webinar we will share insights into the recognized and generally accepted good engineering practices (RAGAGEPs) that are the bases for equipment design, fabrication, installation and inspection, test and preventive maintenance plans. We will also discuss how to address RAGAGEPs in the proposed changes to the Process Safety Management (PSM) standard for improving safety in petroleum refineries.

The proposed PSM Standard for Petroleum Refineries in California was initiated in 2014 by the California Interagency Working Group on Refinery Safety comprising members from California's EPA (CalEPA) and Occupational Safety and Health Administration (Cal/OSHA) divisions. The latest draft of the revised standard was published in mid-2016 and includes new prevention and management strategies to help mitigate major incidents and reduce the health and safety risks to which employees and the public may be exposed from petroleum refineries.

William M. (Bill) Bradshaw

William M. (Bill) Bradshaw is a senior engineer at Сòòò½ÊÓƵ with more than 35 years of experience in the chemical and nuclear industries. Bradshaw led the effort to write Risk Based Process Safety for the American Institute of Chemical Engineers' Center for Chemical Process Safety (CCPS). He has co-authored and/or contributed to the following CCPS titlesConduct of Operations and Operational Discipline, Guidelines for Mechanical Integrity Systems, Guidelines for Management of Change for Process Safety, and Layer of Protection Analysis:  Simplified Process Risk Assessment. He also instructs training courses on mechanical integrity, PSM, risk based process safety, conduct of operations, management of change, PSM auditing, hazard identification, procedures and process hazard analysis for Сòòò½ÊÓƵ. 

Previously, Bradshaw managed engineering, technology, maintenance, production, operations at ICI Acrylics, Inc. He also held technology development positions at the Oak Ridge Gaseous Diffusion Plant and led project/process engineering assignments while serving in the US Army.
